George Handy lectures on Climate and Democracy in Russia

George Handy from the St. Petersburg Project, Center for Strategic & International Studies, delivered a lecture called "Creating a Climate for Democracy" in Memorial Hall, Old West. This event was part of the Clarke Center's "Russia at the Crossroads: A Symposium on Democratization in Russia."
